v1 manager and v3 agent

Hi All,

My agent supports v3,the manager, which also supports v3 and it has correct security parameters, can call this agent correctly.
But when the manager is v1,it also can call the v3 agent.I think it is not reasonable,the v1 manager should not call v3 agent.So,how can the v3 agent prevent the v1 manager from calling the agent?What is the solution?

Any help is appreciated.
