too many Report?!

this is for engine id discovery. We cannot take the time from this 
message, as it is not authentic.

Here time synchronisation is done with authenticated messages

At last the request is done.
This full discovery process has to be done for any target once. A second 
request to the agent will only result in one message.

No problem, it's SNMPv3 ;-)
