[AGENT++] GetNext behaviour for Non-Accessible OIDs

Hi Rajesh,

A GETNEXT should never return an error (in SNMPv2c/SNMPv3)
in the error status field. Thus, the agent should
skip all not-accessible and all objects that are not in
the view of an user on GETNEXT or GETBULK.

I am pretty much sure that AGENT++ behaves this way. Why
do you think that it does not? Do you have an example?
