[AGENT++] _NO_LOGGING is not enough

Hi Patrice,
_NO_LOGGING only works on output created by Agent++ which is the "neat"
output with a time stamp in front of each line. To get rid of the (rather
messy looking) SNMP++ output you need to undefine _DEBUG. Setting the global
variable debug_level to zero does not really work because a lot of debug
output is done with a debug level of 0 and will always be printed out.
