[AGENT++] Updates: AGENT++v3.5.16c and AgentX++Win32v1.3

New versions of AGENT++ and AgentX++Win32 have been released.
The new version can be downloaded from http://www.agentpp.com

These version do not include the include scoping yet. So if you do not
plan to upgrade to the include scoping, you should download these
versions because they include important bug fixes.

RELEASE NOTES

AGENT++ v3.5.16c: (changes since v3.5.15a):
* Fixed: Memory leak in snmp_notification_mib.cpp.
* Fixed: Memory leak in proxy_forwarder.cpp.
* Fixed: Memory leak in snmpTargetAddrExtEntry
  ::passes_filter.
* Removed: Obsolete Snmpx::port.
* Fixed: Possible deadlock situation in WIN32
  agent when a GET type request releases a lock
  while a SET request acquires it.
* Fixed: MPv2c MPv3 traps/informs were not passed
  to the NOTIFICATION-LOG-MIB.
* Fixed: Bug in snmp_community_mib::add_public
* Added: StorageTable::set_storage_type()

AgentX++Win32 v1.3 (changes since v1.1):
- Improved: Service support improved for reliable
  startup und shutdown.
- Fixed: Several memory leaks (a bigger one in the
  address filtering).
- Fixed: Service uninstall and view permission
  extraction from registry.
- Improved: Improved DLL loading.
