[AGENT++] Agent Configuration

Hi,
Is there a best practice in configuring a snmp agent?

One could provide a text configuration file with the contents of 
the vacm, usm and target address tables. Then the agent would have to 
take care of the synchronisation of the internal table objects and the
configuration file. 
  On the other hand one could provide a default configuration, and then
let the network management system configure all further settings.

The second idea seems to be simpler. What would you suggest?
