[AGENT++] Checking for access permissions

Under USM/VACM, is there a standard, single-point-of-access, way to check if  user has write access to a given MIB object?  It seems
a bit complicated to requires a management console parse the vacm tables to determine user access.  The reason for my asking is to
support hiding console functions that aren't available for a given user.
