[AGENT++] Use of snmp v3 context Engine Id

Hello ,
I noticed that when I try to query a cisco device console example snmpGet 
(snmp v3 query) it succeeds only if I DONT provide a context engine id . If 
I provide a context engine id using switch  -ce (of the cisco device ) it 
succeeds.

snmpGet 172.17.0.20 -v3 -md5 -des -ua privuser -upprivuser -snprivuser 
-ce<engine Id>

Is this behaviour as per snmp v3 standard or is this a cisco bug?

What is the correct use of the context engine id  ?
