[AGENT++] remove snmpv3 and libdes

Hi,

There will be a new version today that fixes
these typos regarding _NO_SNMPv3 compilation.

BTW, SNMPv3 is the only "standard" SNMP version
(SNMPv1 is obsoleted and SNMPv2c was never a
standard). What are your reasons to not use it
even you get it for free?
