[AGENT++] IP Fragmentation

I have found that the agent does not seem to work properly with ip
fragmentation.
If the snmp request is fragmented (bigger than on udp packet) the agent
does not know to answer. But if the ansewer needs to be fragmented, then
the agent fragments it, though only up to 50 vbs?
