[AGENT++] SNMPv3 Authentication failure on HP IA64

as I don't have access to a IA platform for testing, I can only suggest
the following:
- Verify that the problem still persists in current snmp++/agent++ release.
- Recompile snmp++ with _DEBUG __DEBUG and INVALID_ENCRYPTION defined
- Enable all debug output in snmpNext consoeExample through
  debug_set_level(30);
  DefaultLog::log()->set_filter(ERROR/.../DEBUG_LOG, 15);
- Send me the snmpNext output with command line arguments.
