the libraries are 64 bit and "make install" copied them to
/usr/local/lib. This seems to be a problem of Fedora. There is an old
unresolved bugzilla entry:
https://bugzilla.redhat.com/show_bug.cgi?id=1198538

For the special prefix "/usr" the library directory will be mapped to
lib64, but not for /usr/local.

So you will have to
- Move the libraries to lib64 folder.
- Change libdir in pkgconfig/snmp++-3.pc and libsnmp++.la
