[SNMP4J] jdk 1.3.x and snmp4j

Hi Radu,

Currently the TCP transport mapping and the BERInputStream class
uses the java.nio.ByteBuffer. Thus, if you do not need TCP transport
and if you reimplement BERInputStream by using your own implementation
of ByteBuffer, then you will be able to use SNMP4J with JDK 1.3.x.
