[SNMP4J] SNMP4J v1.0.3b Released

SNMP4J v1.0.3b has been released and can be downloaded from
http://www.snmp4j.org/SNMP4J.zip

The new version improves handling of sending a GETBULK
request ot a SNMPv1 target. Since SNMPv1 does not support
the GETBULK PDU type, SNMP4J now automatically converts
such a request ot a GETNEXT request.

RELEASE NOTES

CHANGES v1.0.3b since v1.0.3a: 
* Fixed: TableUtils did use GETBULK PDU type also for
  SNMPv1 targets.
* Improved: By default, the MessageDispatcherImpl class
  now checks for inconsistencies between PDU type and
  used SNMP version.
