[SNMP4J] Misssing log messages, SNMP4Jv1.2RC2

Thanks for correcting me. I was thinking the other way.
I have created a new log4j.properties file and placed it in the classpath.
Now, I am able to see the DEBUG messages too.

DEBUG does not need to be logged unless your appenders log level is
DEBUG.
