[SNMP4J] Misssing log messages, SNMP4Jv1.2RC2

Hi Tejo,

DEBUG has a smaller priority than INFO. Thus, if INFO gets logged,
DEBUG does not need to be logged unless your appenders log level is
DEBUG.
