[SNMP4J] Posibility of devided by zero?

Hi Feyon,

Zero-length passphrases are not supported by SNMPv3.
Passwords lesser than 8 characters are disallowed per Section 11.2 of 
RFC 3414.
I have added a check for SNMP4J to ensure this lower bound which
will be released with the next update.
