[SNMP4J] Creating a custom Log4J appender

No, what I did was more basic than this. I needed to capture SNMP4J
log messages (BER encoding errors, PDU errors, etc.) higher up in a
system which uses SNMP4J. Our system uses an internally created
logging mechanism, so I needed to capture Log4J logs and pass them to
our custom logging mechanism. Until SNMP4J, we had no need or use for
Log4J. I had never had to delve into Log4J this way and I imagine
others may not have either, so I figured I would share my experience.
