yes, you can, butI don't think this is necessary.

On the agent side, you can configure VACM to allow v1, v2c and v3 at the
same time.

On the manager side, you configure the USM with the needed v3 user
values and try sending v3 request. If you get a report, you can send the
request as v1 or v2.
