[SNMP4J] SNMP4J patch contribution

I didn¹t see anywhere on the snmp4j.org site where I could open a
defect/enhancement (and attach a code patch).  We¹re using SNMP4J in an open
source project (www.ziptie.org), and have run into a (minor but annoying)
issue with SNMP4J spawning and destroying Timers unnecessarily.  We have a
simple (roughly 2-line) code fix, but no place to post it, so I¹m posting
this message here in hopes of getting a pointer to an appropriate place.
Any help would be appreciated.
