[SNMP4J] Disbaling SNMP v3 in SNMP4J-Agent

Hello Sujoy,

Simply do not add the MPv3 message processing model
to your MessageDispatcher/Snmp instance and SNMPv3
is disabled.
Another less invasive way, is to setup an appropriate
VACM configuration.
