[SNMP4J] Counter and Config Files

Hi Frank,

I have found that an snmp4j agent, which is abnormally terminated, can 
cause the config files to become corrupted.  The effect of this 
corrupted file is that the agent will not properly start thereafter.

To deal with this situation, I am deleting the counter and config files 
every time the agent starts.  This strategy is working, but I would like 
to know if this will have any ill side effects.
