[SNMP4J] v2c agent returns wrong error

Hi,
   
  SNMPv2C agent is returning a bad value other than wrong value if we try to set invalid value to a RW integer variable.
   
  Example from TestAgent:
   
  ***** SNMP SET-RESPONSE START *****
  Error: Bad value
  Error index: 1
  1: snmpTargetAddrRowStatus.110.111.116.105.102.105.99.97.116.105.111.110 (integer) 11
  ***** SNMP SET-RESPONSE END *****
