[SNMP4J] snmp4j v3 inform & traps missing engineid

Hi,

Keep in mind, that the inform receiver is authoritative
whereas on the other hand the trap sender is authoritative.

SNMP4J does SNMP engine ID discovery. What version of NET-SNMP
are you using? Is the REPORT sent by NET-SNMP is correctly
reporting the engine ID?
