[SNMP4J] snmp traffic deny at cisco router

hi,does anyvody know how to enable the snmp traffic in cisco router,i hav
executed follwing commands but not able to get a response from snmp services
running at router

1.snmp-server host internal 192.168.2.28 poll community public version
1

Now if I execute "snmp ?" command m gettng following output

  deny  Deny SNMP traffic
