[SNMP4J] AgenPro plus TruthValueTC problem

Hi Geoff,

This bug should be fixed with AgenPro 2.7.4 which can be
downloaded from http://wwww.agentpp.com

There is a new method TextualConvention.createInitialValue()
which is designed to let the agent handle such issues.
