Hi,

the received packet has 80:00:13:70:01:7f:00:00:01:dd:9d:0b as
authoritative engineId, while your localized users are added with
enigneId 80:00:13:70:01:7f:00:00:01:f3:a7:60:c9.

As you wrote that the second request is working, I assume that the
second request is sent with the right engineId. You should be able to
verify this with wireshark. If my assumption it true, the agent is ok
and the manager application is the problem.
